The Bank of Atmaurium administers Theleri as an internal, estate-backed value instrument designed to support treasury operations, intergenerational asset strategy, and structured development initiatives.

Theleri is not a public currency, nor a national tender.
It functions exclusively within the private estate treasury, guided by fiduciary principles and anchored to documented estate assets.

The purpose of the Theleri Framework is to:

• provide a clear accounting structure for long-term initiatives, and
• uphold the integrity and continuity of the Atmaurium mandate.

II. Role of Theleri in the Atmaurium Treasury

Theleri acts as a unit of account within the Bank’s internal systems for:

IV. Theleri Issuance Policy

The Bank follows an Issuance-by-Mandate system:

Issuance Criteria

Theleri may be issued only when:
• backed by estate-documented assets,
• required for internal project development,
• approved through fiduciary governance, and
• recorded within the Treasury Ledger.

Issuance Approval

Issuance must pass three confirmations:
• Fiduciary necessity
• Asset adequacy
• Long-term sustainability analysis

Non-Circulation Beyond the Estate

Theleri does not circulate on public markets and is not positioned as a currency for public use or speculation.

V. Internal Exchange & Benchmarks

While Theleri functions privately, the Bank may adopt a benchmarking standard for internal valuation stability.

This may include referencing:
• gold indexes,

These benchmarks do not constitute a claim of national or international monetary status; they exist solely for internal accounting consistency.

All Theleri issuance and redemptions are logged in the Atmaurium Treasury Ledger, maintained under strict fiduciary oversight.

The ledger includes:
• issuance date and purpose
• backing asset class
• project allocation
• fiduciary authorization
• lifetime value tracking
• redemption records, if applicable

This supports transparency and disciplined governance.

VII. Redemption Policy

Theleri may be redeemed only under the following conditions:
• retirement of internal obligations
• transition of estate-backed assets
• completion of approved development projects
• rebalancing of the estate treasury structure

Redemption occurs strictly within the estate; Theleri redemption is not offered to the public.
